Please explain to me what you mean by Snowfall Tube…is this a strand with tubes that hang down like icicles?

Great questions! There is no strand with the individual C9 and C7 Ice Tubes or snowfall tubes etc. already pre installed. They are C7 or C9 bases that screw into the sockets on standard C7 or C9 socket wire. The tubes are sold individually. The socket wire is sold separately.
