I am designing a “runway” project. My question is; will the controller be able to control the strobe lights and adjust the flash/sec, and make them “chase” (light 1 through 10, then start over)? If the controller will not work with the strobe bulbs, will they “chase” by themselves?

The strobe lights are meant to flash at random intervals. There is no way to control the flash rate or pattern.
In order to create the runway strip you are envisioning you will need to design it around a dedicated light animation controller and program the pattern you want to see. Then use something like a T50 bulb in pure white to line the driveway, wire them to the appropriate channels per your design on the animation controller and run the programming from a laptop or show player.
